Never have I seen… — a ênfase formal do inglês.

Quando a frase começa por uma expressão negativa (never, rarely, hardly, not only…), o auxiliar vem antes do sujeito — como numa pergunta. É ênfase, típica de discurso formal e literário.

I have never seen such a mess.
Never have I seen such a mess.
Nunca vi tanta bagunça.
She didn't only win; she broke the record.
Not only did she win, but she also broke the record.
Ela não só venceu, como quebrou o recorde.
I had hardly arrived when it started raining.
Hardly had I arrived when it started raining.

Dica: no dia a dia, "I've never seen this" é mais natural. A inversão é pra ênfase e formalidade.
